Proceeding contribution from Lord Howard of Rising (Conservative) in the House of Lords on Monday, 18 January 2010. It occurred during Committee of the Whole House (HL) and Debate on bill on Digital Economy Bill [HL].
Digital Economy Bill [HL]
Before speaking to this amendment, I declare an interest. I had planned to declare it when we got to the relevant part of the Bill, which I believe to be Clause 42. I am the literary executor of a literary estate and, as such, have an interest in certain copyright matters. I am under the impression that under the existing provisions of the Communications Act 2003, Ofcom must consult on virtually everything it does. Can the Minister reassure the Committee that those provisions will extend to these clauses after the Bill is given Royal Assent and that those parts of the Communications Act that make Ofcom consult will not find that they have been left behind.
