The offer is appreciated. Thank you. The key answer to the noble Lord’s question is that we need to involve stakeholders in the creation of the code. I take his point; I was not aware of a scenario in which the rights holder could also be an internet service provider, but now he mentions it I concede that it is a possibility. It is not a good idea to have more than code; there should be one code. If and when we introduce the technical measures, we want them to be incorporated into an amended code. I assure the noble Lord that stakeholders will be involved in the compilation of the code. These are the kinds of issues that need to be addressed. With that explanation and assurance, I hope that the noble Lord will feel confident about withdrawing the amendment.
