Bribery Bill [HL]
5: After Clause 6, insert the following new Clause— "Facilitation payments A person is not guilty of an offence under section 1, 2 or 6 if the offer, promise or giving of a financial or other advantage is— (a) necessary to expedite a routine government action or to prevent damage to an important commercial interest; (b) modest in amount; (c) a single payment; (d) customary in the situation; and (e) the only reasonable option in the circumstances."
