Bribery Bill [HL]
I am not learned and do not wish to be referred to in that way because I deplore what my "learned" noble friend Lord Goodhart has done, which is to debase the currency by allowing those who have not been Law Officers or senior Law Lords to be referred to in that way. That is not why I am interrupting the noble and learned Lord. I have a question as I do not understand. Why is not the authorisation of a class in this case either a Henry VIII court or, in memory of Earl Russell, going back before that, a dispensing power?
