Crime and Security Bill (Ways and Means)
Once again, my hon. Friend makes extremely valid points about how this whole system will work, what charges will be imposed, who will pay the bills for the adjudicators and the legal costs when things go wrong and how the system will operate in practice. We are being asked to approve the financial implementation without being given the full details of how the whole system will work in practice. Will the Minister clarify whether there are any financial implications for local authorities? Will the same rules apply to private operators as to local councils that are responsible for parking enforcement on the public highways? Will she also explain how the system will work without a code of practice? Her Majesty's Opposition agree that there is a need for adjudication—
