I hope the Minister can answer one particular question. Supposing there has been—as I know there has been in some cases—substantial consultation on proposals, particularly on nuclear stations where the localities are certain. Is it going to be open to the applicant to rely on those consultations as part of his process before he puts his application in, or does he have to start again when these are finally issued?
