Proceeding contribution from Lord Lloyd of Berwick (Crossbench) in the House of Lords on Tuesday, 23 February 2010. It occurred during Debates on delegated legislation on Regulation of Investigatory Powers (Directed Surveillance and Covert Human Intelligence Sources) Order 2010.

Regulation of Investigatory Powers (Directed Surveillance and Covert Human Intelligence Sources) Order 2010

As I understand the noble and learned Lord, he is telling the House that there has been no surveillance since the decision of the Divisional Court in 2007. If that is the case, then why, after nearly two and a half years, is it necessary to have such surveillance now?
