Workplace Temperatures

I am afraid to say that that is so typical of successive British Governments. Time and time again, they seek some kind of reasonable, voluntary conclusion, which, in the end, does not work and they have to legislate. There is a range of matters, including drink-driving and seat belts in cars, on which Governments have first sought a voluntary arrangement, and when that did not work, they have put forward a statutory proposal.
