Local Government (Devon, Norfolk and Suffolk)
I thank the hon. Gentleman, who has been very generous in giving way. Is not the problem that the whole process was deeply flawed from the very beginning? The Boundary Commission was hog-tied before it could start, because the whole county, including the cities of Plymouth and Torquay, could not be taken into account in considering a rational basis for a unitary authority. It was confined to a very limited remit.
