Proceeding contribution from Chris Bryant (Labour) in the House of Commons on Wednesday, 17 March 2010. It occurred during Debate on bill on Cluster Munitions (Prohibitions) Bill (HL) 2009-10.

Cluster Munitions (Prohibitions) Bill [Lords]

No, I am not aware of that. If I prove to be wrong, I will write to the hon. Gentleman, but I am pretty certain that that is not the case. I have a copy of the convention with me. It provides a series of different definitions under article 1 in relation to a self-destruction mechanism or a self-deactivating mechanism, explaining what they mean. The convention also defines cluster munition and explains what a contaminated area means. Paragraph 12 of article 2 defines a "mine" as""a munition designed to be placed under, on or near the ground or other surface area and to be exploded by the presence, proximity or contact of a person or a vehicle."" That is the specific definition in the convention.
