Proceeding contribution from George Howarth (Labour) in the House of Commons on Thursday, 18 March 2010. It occurred during Debate on Intelligence and Security Committee.
Intelligence and Security Committee
My right hon. Friend makes two points about our suggestion. The first is in relation to the budget. There is probably no exact formula that would fit the situation, but there must be—this is why we support that particular formula—some relationship between the level of resources and work that the agencies do and the need for them to be supervised. That is how we came up with that formula. As for the relationship with the Cabinet Office, our case is not that we do not respect the various officials who work in the Cabinet Office—although that may be true in some cases—it is that we are beholden to a Department while at the same time responsible for supervising part of its activities. That is not a healthy relationship.
