The hon. Gentleman is very kind; I do not deserve such kindness, but he is a very old friend of mine, and I can only imagine that that is the explanation for it. In conclusion, let me just say to Stephen Carter, "Respec'"—Members will note that I did not pronounce the "t", as I believe one is not supposed to do so—on an outstanding piece of work. Obviously, this is not the perfect Bill, but it is a good Bill.
