Finance Bill

I do not have the figures in front of me but, as I said, we have been consulting people, as we should, and talking to them in a very open way. The Exchequer Secretary to the Treasury has been leading this work, and that has resulted in changes to the estimate. The reforms to income tax and pensions will affect only the top 2 per cent. of earners. They have benefited the most from strong growth in recent years, and we think that it is right that those with the broadest shoulders should carry the greatest burden in funding the recovery.
