Queen's Speech
I have a question of which I have given the noble Lord notice. Confusion surrounds the words in the coalition document which state: ""This legislation will also provide for dissolution if 55% or more of the House votes in favour"." Is that 55 per cent of the total membership of the House of Commons or is it 55 per cent of those voting on a dissolution Motion?
