Proceeding contribution from Lord Lansley (Conservative) in the House of Commons on Monday, 12 July 2010. It occurred during Ministerial statement on NHS White Paper.
NHS White Paper
I must not be unkind to the right hon. Gentleman, because he has not yet had a chance to read the White Paper— ... That is my statement. When the right hon. Gentleman reads the White Paper, it will become obvious to him that, yes, we are looking to GPs to take responsibility for commissioning, but, unlike the problems that arose with fundholding, there will not be an opportunity for GPs to generate surpluses on their commissioning budget, and so money in their pocket. It will not work like that: there will be a clear separation between the commissioning budget and their personal budget. We will focus on the thing that really matters, which is GPs taking a commissioning responsibility in designing services.
