The Budget as it relates to Wales
I am sorry that the Chief Secretary has been put in this position by the Secretary of State. This is a chaotic Welsh Grand Committee. The procedure has been completely abused and no courtesy has been shown to Committee members. Indeed, we have been insulted; we were not even informed that the Chief Secretary was going to come—it is not his fault. I am therefore not going to put any questions to him, because it is important that Members have the chance to make the speeches that they have prepared, to ask questions and to intervene on the Secretary of State and the Minister.
