The Budget as it relates to Wales

May I ask the Chief Secretary about the impact of employers’ national insurance contributions? Wales is disproportionately dependent on the public sector—especially the NHS—as the largest employer. That is particularly the case in devolved matters. What positive impact will the reduction in national insurance contributions have on the ability of the Welsh Assembly Government to increase their spending?
