Legislative Programme and Budget Statement (Wales)

I am grateful that the right hon. Lady has taken the second point. I have been reminded by my Whip, my hon. Friend the Member for Alyn and Deeside, and by my predecessor as Secretary of State for Wales that if the Government proposed to vary the normal business of the Welsh Grand Committee, it was discussed and agreed through the usual channels, not only between the official Opposition and the Government but also with the other parties. That has been the practice for years, but it did not happen on this occasion.
