Legislative Programme and Budget Statement (Wales)
Prevarication is the word that is being used. In fact the diligence of Jocelyn Davies in recognising the need for a much broader LCO was the main reason for the so-called delay. She recognised and told us in evidence that the WAG wanted to take account of the Essex review, and the 49 recommendations were incorporated in a new LCO. That is on the record and I repeat it on the record. The Secretary of State should acknowledge that.
