Legislative Programme and Budget Statement (Wales)
The first attempt at the housing LCO was considered by the hon. Gentleman to be equivalent to a lash-up and the second one made progress. Yes, I acknowledge that Conservative Members had a problem with an element of the housing LCO and they made that quite clear. Therefore, as it was left behind as unfinished business and the shadow Secretary of State did not put it through, we had to deal with it in the proper fashion.
