Legislative Programme and Budget Statement (Wales)
There is a lot of political will on our part; we are steaming ahead, and I have made more progress. It is right that I remain neutral because it is a quasi-judicial process, as set out by the right hon. Member for Neath. My Minister and I will remain neutral because that is the right and decent thing to do.
