Is the Secretary of State aware of a speech made by the right hon. Member for Neath, at Cardiff university on 29 October 2009, in which he said: ““I will support a referendum when we are confident we can win—and not before. Unless public opinion shifts significantly, it is clear to me that a referendum held before or in 2011 would be lost.””? How can she square what the right hon. Gentleman is now saying with what he said on that day?
