Legislative Programme and Budget Statement (Wales)
The right hon. Gentleman is an experienced Member in this House, and he will have read the amendment very carefully. The amendment called for an impact assessment of the increase in VAT, as I am sure that there are ways in which the impact can be modified in some way. That is what the amendment aimed to do.
