Legislative Programme and Budget Statement (Wales)
I still do not quite understand the right hon. Gentleman’s contention that Scotland has had a revision of the Barnett formula and Wales has not. I recall listening to him giving evidence to the Lords Committee when he said that he wanted no change to the Barnett formula whatsoever and that Wales had done rather well out of it. Has he now changed his position because he had 13 years to give Wales a fair deal and did nothing?
