Yes, the people of Wales will pay for it now. They will pay for her Government’s policies. The Barnett formula, as the Holtham commission, which was established only 18 months to two years ago by the Welsh Assembly Government, confirmed, had been delivering well for Wales but in the last few years the degree of convergence that is built into it had started to—[ Interruption. ] There is no point in laughing. That is what the Holtham commission shows. We immediately addressed that once the Holtham commission’s first report had been published.
