Legislative Programme and Budget Statement (Wales)
Does the hon. Gentleman not recognise that there has been a significant shift in the Government position from that of the Administration before the election? The previous Chancellor of the Exchequer said that he thought that Barnett was fit for purpose and he was committed to maintaining it, whereas this Administration have recognised that the funding for Wales is insufficient and the issue needs to be resolved when the commission has considered it.
