Legislative Programme and Budget Statement (Wales)
Obviously I accept fully the point the hon. Gentleman has just made about the system being fair to everyone—no one would want to see the constituent in question suffering as he described. However, when we look at the figures for the Budget as laid out in the Red Book, we are currently aiming to spend £194 billion of social protection this year, with income tax receipts of £150 billion. Does the hon. Gentleman think that is sustainable?
