Legislative Programme and Budget Statement (Wales)
I will in a moment, but let me make my point first. If our triple A rating had been downgraded, it would have been virtually impossible for us to borrow any of the £150 billion a year that we need to square the books. That would have put workers and companies in a very perilous situation indeed.
