Legislative Programme and Budget Statement (Wales)

Does the hon. Gentleman accept that one way to reduce the deficit may be to relocate some Whitehall Departments from London to Wales? Does he also accept that, if the number of Welsh MPs is reduced from 40 to 30, our negotiating leverage to achieve that and to get a decent grant for the Welsh Assembly will be reduced?
