Legislative Programme and Budget Statement (Wales)
We have had an interesting day. It began with a statement from the Chief Secretary to the Treasury. His appearance was certainly a surprise to Labour Members, but he did not stay that long. He scuttled off as soon as he could because he recognised the unwelcome atmosphere, certainly on the Labour side of the Committee. However, one consequence of his appearance was that many members of the Committee who had been planning to make speeches during the day were not able to do so. That underlines the need for proper consultation prior to such events.
