Legislative Programme and Budget Statement (Wales)
It is a pleasure to address the Grand Committee today. Frankly, given that this is the first Grand Committee of this Parliament, that it takes place against the background of the worst peacetime deficit that this country has known and a change of Government after the Labour party was defeated, one might have expected some more sobriety of tone from the Opposition—
