Legislative Programme and Budget Statement (Wales)
The point is that we knew, at least a day and probably a week before, that the statement was being made by the Minister. That would have meant that the Grand Committee could adjust its proceedings and people would not have prepared speeches that they have not had time to give. That is the point; there was supreme discourtesy in not giving notice that the Chief Secretary was coming.
