Legislative Programme and Budget Statement (Wales)

Forgive me, but I have very little time. We heard from my hon. Friend the Member for Cardiff North, who proved that, in political terms at least, it is possible to lose one’s virginity twice by making his maiden speech in this Parliament. He made important points on the necessity of taking painful measures to address the deficit. He also commented on this country’s electoral system, which we will have the opportunity to debate in the weeks to come, and it was interesting to hear him say that he supports proportional representation. I have always found it difficult to understand how it is possible to have a fairer system than that whereby the candidate who gets the most votes wins. Nevertheless, I respect my hon. Friend’s views and I am sure that he will make a huge contribution to that debate.
