Welfare Reform

I thank the Secretary of State for his statement today. I do not think that anyone in the House is more able to deal with the welfare problem than him. With hindsight, does my right hon. Friend think that it was a mistake to announce the change in child benefit policy in a television studio last week rather than waiting to announce it in the House today? Was a written statement given to the other place, which was sitting last week?
