Parliamentary Voting System and Constituencies Bill

I have to tell the noble Lord that Churchill was a supporter of electoral reform when he was a Liberal, and then—I am sorry to say—disappeared off into a different party. I believe with both the coalition Government and the Labour Party that those same citizens who have been cheated by our current system for so long should be given an early opportunity to vote for a better system. The proposal may not be perfect—I agree with those who made that point—but we have had the moment of truth, in that the Opposition Front Bench are now saying that they will support the motion that Clause 1 stand part of the Bill. That is good news. I hope that we can make equally good progress with the rest of the Bill.
