Comprehensive Spending Review
As the Secretary of State knows, the £20 billion to £30 billion cost of the Severn barrage is privately funded. Consortiums have told me that they are more than happy to fund it. Some 5% of Britain’s electricity could be generated by the tidal power. It is a fantastic opportunity, which is wasted.
