Counter-terrorism Review

I thank my right hon. and learned Friend for his contribution. I am particularly grateful to him for pointing out, from his experience, that it is perfectly possible to pass legislation in one parliamentary day, as did a Labour Home Secretary. Of course, the crucial factor then was consensus across the House, and I hope that we shall be able to achieve that again, should it be necessary to bring forward the emergency legislation to which I referred in my statement. My right hon. and learned Friend also reminds us that is has been important for the coalition Government to ensure that we rebalance the needs of our national security with our civil liberties. I was disappointed that the shadow Home Secretary made no attempt to apologise for the way in which the previous Labour Government infringed people's civil liberties.
