My hon. Friend is obviously particularly concerned about the civil liberties aspects of the proposals. I believe that the package that I have announced contains a series of measures that will enable us to protect the public and maintain our national security, while at the same time reducing our civil liberties—[Interruption.]. I mean that the measures will enable us to increase our civil liberties and reduce infringement of them. I am sorry: I was thinking about my hon. Friend's reference to a ““murky, spooky world””. Let me simply say to my hon. Friend that it is necessary for our security services to be able to operate. The security services and the intelligence agencies do a valuable job for us in this country, and, by definition, what a security service does must remain secret.
