Public Forest Estate (England)

Somebody referred to the opportunity for wind farms, and we have just heard some more. A number of Members referred to people's rights, and I wish to spend a few moments explaining where we are on access. Permissive rights have been mentioned, and I have to stress that very little of the forest estate carries such rights. I suspect that Members are confusing them with dedicated rights under the Countryside and Rights of Way Act 2000. Some 2,000 hectares of land carries permissive rights, and that is all land that is held on 999-year leases. Of the land that we actually own, 90% has dedicated access, which cannot be extinguished. Indeed before transfer, we could and would enhance that provision to cover any forms of access not already covered by it. The hon. Member for Leicester South (Sir Peter Soulsby) suggested that the Government are weakening the Forestry Commission, but nothing could be further from the truth.
