16: Clause 8, page 5, line 32, at end insert— ““( ) HMRC will ensure that all staff dedicated to the administration of deductions or refunds under the terms of Part 2 of this Act are additional employees and not taken from other tasks necessary for the continuation of the other functions of HMRC.””
