Libya (London Conference)

My hon. Friend is right to raise those fears. A report produced yesterday by Amnesty International quotes its middle east and north Africa director as saying:"““It appears that there is a systematic policy to detain anyone suspected of opposition to Colonel al-Gaddafi's rule, hold them incommunicado, and transfer them to his strongholds in western Libya””." He is also quoted as saying:"““there is every reason to believe that these individuals are at serious risk of torture and ill-treatment.””" Given the reports from Amnesty International and other reports that have appeared in the media, and the kind of things that have been communicated to my hon. Friend, I think we can be confident that this is a regime with absolutely no regard for human rights, for human life, or for the welfare of the people of its own country. That is why, in the eyes of virtually of the whole world, it has utterly lost its legitimacy.
