Yes, we absolutely can. We have diplomats and development advisers who are very well placed to do that. As I have mentioned before, doing that across the whole of north Africa in a way that is not patronising to the countries involved but which brings genuine expertise in the building up of civil society and political pluralism is an important part of our role.
