Localism Bill

My Lords, we need to recognise this for what it is—a full-frontal attack on this part of the Bill. I am sure that I do not need to say that to the Minister. I need to amplify the remarks that I made to the noble Lord, Lord Cameron of Dillington. I am an urban person—I live in Bradford and in London—and I have been involved in community activities, projects and the acquisition of land and property for community benefit in both places. For example, my title is Baroness Thornton of Manningham. I am the patron of the community centre in Manningham Mills—the wool mill in Manningham which was acquired as part of an arrangement to provide a community centre in a very deprived urban area. That is what we are talking about. It was acquired through the imagination and drive of local community organisations and is replicated in thousands of initiatives, both rural and urban, across the country.
