My Lords, we will have to see what happens as regards the draft regulations. I cannot say that I am persuaded by the argument that the district valuer is not the appropriate person to deal with these matters. However, we shall see precisely what the Government have in place when somebody else provides the noble Baroness with the ammunition. I hope that by Report we can have a clearer picture and possibly reach an agreement. If not, it may be a matter on which we shall have to take the opinion of the House.
