147FFA: Before Clause 94, insert the following new Clause— ““National Planning Policy Framework (1) The Secretary of State must issue, designate and update a National Planning Policy Framework, to establish policies to achieve sustainable development. (2) Such policies should relate to mitigation of, and adaption to, climate change. (3) Before designating a document as the National Planning Policy Framework for the purposes of this Act or before amending any such document, the Secretary of State must carry out an appraisal of the sustainability of the policy set out in the document or the amendment to it. (4) A document may be designated as the National Planning Policy Framework for the purposes of this Act only if consultation, publicity and parliamentary requirements set out by the Secretary of State, have been complied with. (5) The requirements in subsection (4) above apply to any amendments to the National Planning Policy Framework.””
