145D: After Clause 71, insert the following new Clause— ““Assessment on effect of tuition fees on over 19s seeking to reskill Prior to the implementation of increased tuition fees for persons aged 19 or over the Secretary of State will assess the impact on adults seeking to reskill, with special regard to disability and gender.””
