31B: Clause 10, page 4, line 34, at end insert— ““( ) Regulations may make provision for the inclusion of an additional amount if the responsible carer has a prescribed qualification for the care of children, or is prepared to attend a prescribed course on parenting skills and the parenting needs of young children.””
