Welfare Reform Bill
My Lords, that is really helpful. Can the Minister give us an assurance that we will not move to universal credit until we have had that report on CPI, such that homeowners who may be marginal because they are on UC can none the less have their housing costs counted in? Can we get that assurance about timing?
