45: After Clause 5, insert the following new Clause— ““The Secretary of State’s duty as to national workforce structures After section 1D of the National Health Service Act 2006, insert— ““1E Secretary of State’s duty as to national workforce structures The Secretary of State has a duty to maintain a national pay and bargaining system for healthcare staff, to cover those staff providing NHS services and services for the improvement of public health.””””
