Proceeding contribution from Lord Addington (Liberal Democrat) in the House of Lords on Monday, 14 November 2011. It occurred during Debate on bill and Committee proceeding on Welfare Reform Bill.

Welfare Reform Bill

I did not say that there was no definition, but that it was not presented to the committee in a way that we felt we could use in legislation. That is the process. One may have an idea that is solid and makes sense, but getting it into workable legislation is something very different.
